First easy answer is yes, not a bad way to go. The lower unit will be able to be stripped to the lower unit, mounted water tight and reinforced to carry strains. The shaft goes through the hull to the EV motor and then the controls etc. Some serious work, but not that bad. The first devils advocate asks what type of hull, more curve less ease in mounting, next is water, fresh or salt, also grounding can be a problem (like any exposed prop ) or just hanging up on junk afloat. The biggest reason – in my mind – for the outboard is easy service and tipping it up to clear the prop. We have several POD guys, so that is also good, if you are in mainly deep water and need the ultimate maneuverability.
A straight electric outboard is a pretty easy change and installation, even in a closed well. You do want the prop as far back as possible, I saw that go wrong in a shipyard built tow boat once, har, har !!

I'm very interest in knowing an answer to this question as well. Also has anyone ever used a lower unit through the hull as a POD propulsion unit. I'm considering how I might do this and what kind of modifications might be required to a lower unit. And then I would use electric motors to drive the units from within the hull.

My preference is to fix the lower end in forward and reverse with the motor direction. But I am not sure how well the lower end will hold up with that operation.
