I concur with earlier posts that alcohol fuel is a sub-optimal route.
Widespread distribution of low-cost ethanol will lead to other social
issues. If it isn't low cost, it is not going to solve the problem you
are trying to address.
There are at least 2 other approaches to this issue which have been
proved to work in 3rd world areas where deforestation is a current or
emerging issue.
1) rocket stoves - do not eliminate the need for biomass fuel, but do
reduce it greatly - still creates smoke indoors if used for in-door cooking
2) solar cookers - requires use outdoors in direct sun - in high density
areas elsewhere this is done by cooking on the roof (where there is
likely already a solar water heater - usually just a black tank with a
fill opening and a drain hose routed into the structure)
Given Haiti gets a lot of sunlight

this would be worth investigation. Solar cookers come in essentially
'slow cooker' and 'concentrated fast heat' designs.
