The batteries are (6) 12 volt, AGM and (2) lead acid all connected in parallel.   The controller shows 100% (14.2v  to 27 amps from panels.)  Batteries are connected via 4 gauge wires.  Motors are connected directly to batteries(circuit breaker 60 amp) (8 gauge).

What is the voltage where the solar panels connect to the controller?
What is the charging current with the motors off?
Are the panels wired in parallel?

You might want to try running each motor separately from 4 batteries. 70A is a big constant current, with much higher Peukert losses in a 100AH battery than 35A. Batteries in parallel don't really reduce the Peukert effect; they just increase capacity.

I used a smaller Chinese charge controller with a '55lb' thrust motor (drew 38A) and an 80AH battery. I wired the motor directly to the battery (with fuse). Starting with about 100% SOC reported by the controller, after one hour at full speed, it reported about 65% SOC. After another half hour, it was 50%, so time to stop and charge.

My charge controller had MPPT printed on its cover, but it was definitely a PWM controller. It worked fine as such.
