You should not use one of the control heads for both. It will burn them up.
The controller on trolling motors basically use resistors. Resistors lower the voltage, the lower the voltage the slower it goes. When you have it on the highest setting, it lets all 12volts through. Using resistors is inefficient. Much of the electricity goes to heat off of the resistor.
You can switch them to use PWM DC motor controllers, like this: The controller on trolling motors basically use resistors. Resistors lower the voltage, the lower the voltage the slower it goes. I would actually keep them on two different controllers, which would give you the ability to steer with them, without out your rudder.
If it is only temporary, I would just use the control heads that came with them, and keep them separate, which allows you to steer with them. Also, you don't have to buy anything and waste money, since it is temporary.

I am planning on using dual trolling motors on the 24ft tri that I'm building. But just temporarily till I get an inboard electric setup. Since where I'm mounting them under the wings on swivel up brackets I won't be using the control heads or steering them. Is there a way to wire both motors to one controller? Could I use one of the control heads to run two motors?
