The MPPT controller will operate fine from a DC power supply, just try to ensure that DC supply is near the most efficient window for your MPPT. If you can adjust your DC supply voltage to your batteries' float charge voltage (sometimes a V-ADJ or V-OUT pot) you can directly connect them to your batteries. This isn't the fastest way to charge them, but it is safe. The MPPT won't help with charge time unless it is able to boost voltage.

The term "smart" battery charger covers a lot of ground. Lots of smart battery chargers don't understand how to sustain DC loads on a battery system. The ideal charger should be able to provide full rated current at float voltage if it is indeed smart.
