When electricity is applied they move heat from one side to the other of
the device. Those 'usb beer coolers' you plug into your PC's usb port
for power probably use them.
I've seen them used in PC's to cool components. I've also seem some
spectacular failures when the peltier device fails - they make great
insulators then and the component they are supposed to be cooling
literally burns up.
Really the only advantage is no moving parts.
