Agreed,  One of the inefficiencies of motor size is the cooling system.  The best way to increase efficiency is to remove the drag of the fan.  One way to do this to change the cooling system, this can be by water cooling or variable speed fan that runs based on temperature of the motor, not the cheaper fan system used by the motor manufacturer. VSDs that are used in machine tools used an external fan system as a means of keeping the motor cool no matter what the motor load and RPM is.  Auto manufacturers have seen the cooling fan as a way to increase MPG, so why not use external cooling that that uses PWM and a temperature monitor as is used on computers now days.

Think of it another way - the power rating of the motor relates to how much heat it can dissipate.  Effective water cooling of a 5 kw motor could make it a 10 kw motor.
