I think an electric trolling motor is ideal for your situation.
However, things to consider:
Are you in slat or fresh water?
Does the boat have an outboard bracket or motor well already? (at 400kg,
I doubt an inboard was ever fitted)
Do you have any currents/tides to consider when heading out?
Any local sporting goods store should have what you need, not to mention
your local classifieds or eBay if you need to go cheaper.
100lbs of batteries and a trolling motor should give you some good times
on the water. Others here can give you some realistic numbers vis à vis
speeds, distances and durations with such a setup.
Have fun!
