[Electric Boats] Curtis Speed controller question

 

The controller is setup on a friends converted outboard. 48 volt system, using a 16hp, 48 volt Columbia motor and a reman 1204-410 Curtis, up graded to 400 amps (reverse input) with a golf cart F to R change over contactor. It calls for a 3 wire pot, (with ground) which we get about 0-6 volts when running. The problem is we only get 25 volts at the motor (A1 A2) and about 20 volts at the field windings??? the controller shows 48 volt input at full power but not at the motor..... is there more in the change over than contact?

Anyone?
