I've been around on the Internet a fair while myself and have seen bump used a fair amount. However unless you frequent a lot of forums you won't see it at all. Its usage is pretty much threaded forum specific.
I'm not sure why everyone has gotten so worked up about it. Once you know what it is, it is a fairly inoffensive way for someone to bring back to everyones attention something they asked that no one answered. If someone was using it over and over just to keep their thread at the top of the list then that would be an abuse of it.
