Here in the US, different states have slightly different regulations regarding what is an electric bicycle and what is an electric motorcycle. Generally if it still has pedals and can be propelled with them, and it is incapable of exceeding a certain speed, it is a bicycle, and exempt from motor vehicle registration, insurance, licensing, helmet, etc. I may have well, somewhat exceeded that certain speed LOL but my intentions were honest. Sort of.
I know that there are quite a few electric motorcycles properly registered over here, and so the process is obviously more streamlined than where you are at. There are automobiles that have been fitted with electric motors, too, and generally it doesn't seem to be much of a problem as long as the vehicle will still pass state inspection. Seems like you could replace a blown or worn engine (with electric motor) and call it a "repair" maybe. Its not like you are actually building a motorcycle from scratch, after all.
Sometimes it is easier and cheaper to ask for forgiveness than to ask for permission. Not saying you should go deliberately break the law, but 6k to certify it as a motorcycle, vs how much of a fine when you get caught riding it unregistered? HA I know what I would do!
