Thanks everyone. I made it into Canada with the cells.
I had the MSDS for SE180Aha, and the CE certification, which shows all the cell models in the SE series, as well my purchase invoice. I spent several hours reading the Transport of Dangerous Goods Regulations, and figured out that I could claim the under 150kg gross mass exemption in section 1.15. I prepared a shipping document and printed placards just in case. And the cells were well packed - they would have passed the 1.2m drop test for sure.
At the border, I gave all my documentation to the agent, and she asked some questions about the cells and what I was going to do with them. After she made a quick phone call, I was free to enter Canada. No inspection, no duty (unless they send me an invoice).
It was a lot of stress and some red tape, but I only paid about 1/3 the regular price. Great for a first attempt with LiFePO4.
