Locate a 25hp Tohatsu or Yamaha outboard jet drive with a bad powerhead, adapt an ETEK electric motor similar to how Myles did his Tohatsu.  Perfect quiet river navigation in shallow draft.
 
We use Jet drives on the White river here in Indianapolis year round often running in 4"-6" of water.  
 
Another option: adapt a jet drive from a wave runner to an electric motor set up.  Here is a crude setup in a Jon Boat of a gas drive system.

Yesterday I tried a test with the Torqeedo that worked pretty good. I tried using it as a surface piercing prop drive. I raised the unit until the prop was half buried. Vibration was an issue at full speed, but at half-speed I got decent speed, about the same as when fully immersed. I couldn't do a real test, the water was only about 16" deep.
