Trolling motor propellers seem to have a max speed of 3 to 3.5 mph. The load makes little difference (unless overloaded). My 15 foot runabout with a 12 volt 55 pound thrust behaved the same as my 24 volt 80 pound thrust, 3 and 2.9 mph. The advantage was the 12 volt wiring got very warm to hot while the 24 volt with less amp draw and heavier wiring remains cool. If you can be happy at 3 mph a 36 volt trolling motor should work well but higher speeds will probably require a true higher power electric outboard.
