There are plans available for hydrofoils. Here is one old one, there are likely more. It looks like the craft is about 8' but could be upsized to 12', but you would probably need to stick with Li batteries to keep the weight managable. Sailing and fossil fuel foils are popular because the Energy/Weight ratio is higher than electric. Range would be a major concern.
Still, it would make an interesting project.
