The argument for using a higher voltage solar panels seems valid.
I have not looked deep into MPPT controllers, but most power supplies these days for moderate currents use the buck design to reduce the voltage. In buck controllers power is constant so as the voltage is lowered the current increases. There is a small loss, 2% or so in a good design.
