Yes.
At low rpm (under 600) cogged tooth drive belts are very, very quiet.
They are about 98% efficient, far better than any gearbox.

Ballpark:
HTD belt profile, 10 mm teeth sizing, about 30 mm wide, for 10 kW at 500 rpm.
All sellers have tables.
Newer (GT, Tn, SPn, etc) curvilinear profiles are better, but not too much, and much more expensive.
