A whole system is out there, including joy stick, designed to mount on the transom. It's a combination of Lenco and MotorGuide. Here's a web site. It's been on the market for a few years but has not had a large acceptence as a trolling rig for larger boats (what it's been marketed for).
Here's a small boat that uses dif. thrust for steering with under mounted motors. I know these guys and have played around with one of the boats. It'll turn 180 in it's length.

Neat.One wild thought I had a couple of weeks ago was to build a smallish wooden boat, put two motors on it, and not put a wheel on it at all. The steering would be accomplished strictly by differential thrust. One thought was to possibly use a microcontroller to watch a joystick, and drive the motors based on the joystick. The motors could be mounted entirely under the hull, though I'd probably still want a "kick up" option in case the boat ever needed to be beached.Not sure how practical this is. But if it could be done with two trolling motors, each with a Torqeedo prop, then at least it wouldn't cost a fortune to try.
