12 kW is correct for peak electrical measurement, but not when considered as heat energy.
240 VAC is a peak measurement. It occurs 60 times a second. But ability to handle heat is what determines how expensive it is to manufacture a charger, and for that he is correct to use some sort of average kW value rather than peak. I didn't check his numbers; they're based on whatever his assumptions are. But his is the right direction to go when considering heat load.
What we don't know is whether the manufacturer of the charger has already taken that into account or not....and that's critical.
