You're right about one thing, your comments should light up the forum.
I'll admit that for many applications I would have to agree with your logic but for this guy, a solar electric boat might be just the ticket. Considering the cost of fuel and the fact that the average wage is $8/day where they're at, a solar boat with a never ending gas tank might be a great application of the technology, especially if they can get the thing build for nothing with a grant. But we need a lot more specifics about what he wants to accomplish with it to make a determination. Also, the low maintenance of electric propulsion would be a big plus and since these fisherfolk probably aren't in any big hurry, they shouldn't be offended by an electric boats lack of blistering speed.
To answer the man's question on design help though, I think we need more info however something like a Duffy launch with a photovoltaic canopy seems like it might be a great way for him to go.
That's just my opinion.

Peter, I don't want to discourage you but you should be aware of the difficulties in going electric. In the world of electric boats what we have now that actually work are a few heavy complicated and large boats with limited range versus a larger number of very light weight fairly hi-tech boats that have the range but have little carrying capacity or speed.
In my opinion - and I'm an electric boater myself - a gasoline outboard motor still offers much more in the way of usability/cost/energy storage/power. Again it's just my opinion, but for now people needing to make a living on the water would be better off today with good outboards. That technology is more mature.
I hope I'm wrong, and if so this is a forum where folks won't be shy to point this out. Maybe we can spur some discussion.
