Hi

While we are being rigorous, maximum "brake" HP is the amount of power
required to stop, stall, the engine at a given RPM.

You are talking about the measurement method, not the definition.
As it is not desirable, and difficult to measure the actual stall torque and
rpm. , Maximum brake HP is calculated as said.

Same as maximum power from an electric motor is the point where it has no
rpm and the windings short.
