Tim, Do you have one in your hand that is not working?
If so, open it and try to fix it - that's your cheapest route. If you are not handy, find a friend to fix it. Mostly likely it would be a broken connection. Check the wiring all the way back to the motor controls. Once I found a connector that got wet and corroded.
If not, you'll need to figure out the interface wiring (what does each wire do?). Typically you have a 0-5k resistance for the speed setting, then a couple of wires for forward vs reverse, then some "ON" wire - from a keyswitch. In that case, you can fabricate one. Based on your answer, I may post some pictures of my homemade throttle.
