One decision is whether to connect the cells in parallel first and then in series or to connect them in series first and then connect the ends of the two series strings in parallel. If you do the latter you can monitor the individual cells with a battery management system BMS. If you connect them in parallel first you will be monitoring the pair. One bad cell will draw its partner down. This may not be a big deal if you are loading the bank lightly.
