The packs already made with a BMS I would assume are already balanced and ready to go. 

There are two philosophies on what should be done. I will not take a position on either side of the top/bottom holly war.  

If you buy 16 individual cells to build your own pack: when you first get them you hook them all up in parallel and let them set a few days. This will equalize them. Then put them together in series and set your 48 volt charger to bulk charge to 56.8 and to float at 53.4.  This is the fastest way to top balance. 

If you want to bottom balance then you will need to buy a dump load with auto cut off at what ever voltage you want at the bottom and do each cell. Much more time consuming but supposedly if done this way you have little chance of reversing a cell if you ever totally deplete your pack.   

Which ever style of balancing you use I strongly recommend the above safe bulk and float settings on your charger.

Curious, when you connect these LiFePO4 3.2v cells together, how do you charge them?
Do you monitor the condition of the individual cells in any way?
