When I was interested in the Re-E-Power I checked out the outfit and it appeared to be an individual in his garage/basement putting the motors together. Nothing wrong with this as many major businesses all started in somebodies garage or basement - but he never finished any job and just sends the unfinished or non-operating units out to the customer. I deduced he was accepting the money for the units and then spending it on parts to build the motor and also on other stuff not related, as a result he could not finish the item.
You will find that PayPal and other credit card outfits will not allow these operations to use their services. Since the credit card companies have to refund your money whether they can recover from the vendor or not - they are rather choosey about who they will do business with. As a result any outfit that PayPal or Visa/Mastercard will not do business with is most likely not a reputable operation.
I buy stuff on eBay and sometimes I will get a message that eBay refused to pay the vendor and the vendor wants direct payment. That is a major "red flag" that you will probably not get the item you want or it will not work.
