Apologies. I just looked further down the post and saw that it was talking about a specific example of running a boat directly off panels. In that case then by the time you are talking early morning or late afternoon the 10x figure of tracked output versus horizontal output is absolutely right on. Just get a solar panel and test it yourself, which is easy to do. Late afternoon mount the panel horizontally and put your test meter on amps. Measure the short circuit current of the panel. Then aim the panel at the sun and measure the short circuit current of the panel, and you will see no small difference. The current generated by the panel is the limiting factor of how much power is developed, so it is pretty accurate as a power indicator.
