TE-30. Is only used on high voltage traction systems over 48v DC, or 240v AC.  As his system is 48 volts he can and should use E-11,  as it is a much more mature and tested standard. 

You are correct that there maybe a non-isolated connection between the AC and DC systems with a non-isolated charger, but there is no way to know if that connection is the right gauge, so it would still be wise to just connect the AC ground directly to the DC ground with the correct gauge wire just to be safe. E-11 take a few hours to read through but in my option is well worth the time to do so.

TE-30 is always a problem; the propulsion system is also grounded to AC system through the charger.
