The Watts won't be the same.
The current flowing will be lower at the lower voltage, and since
power = i squared r, the power output will be MUCH lower.
The wattage stamped on an incandescent light bulb is worked out on the
basis of it's nominal voltage. Change the voltage, change the assumption
used when rated the bulb.
