Run your 12v motor from a 12v battery. Measure battery current at full power setting. Multiply the current in amps times the voltage to get power in watts.
Now feed a PWM controller with a 48v battery with an ammeter in that circuit. (You may need to install a shunt.) Run the PWM controller output to the trolling motor, with the motor speed control set at full power and the PWM power setting at zero. Take the power in watts from the previous experiment and divide by 48 to get max allowable battery current. Now you know how high you can adjust the PWM output setting, by watching the ammeter. Never set the power level high enough to exceed the calculated max battery current on the ammeter. Good to go.
