Maybe you misread the proposition. 12" limit on prop diameter. The batteries are irrelevant in this case (other than the 48V will have a heavier bank) as the power allowed is 750Watts at the battery.
What it'll come down to is what we think the overall efficiency of each system will be in terms of thrust and VMG using that 750 Watts from the battery.
