If you want to tinker, build something unique but not spend a fortune I'd recommend the electric rudder route. You can get a nice brand new PWM control trolling motor for $2-$300. Mount the motor in your new rudder blade, mount the controller head someplace convenient, build a battery box and you are almost home.
