Thats correct . the power AT THE PROP SHAFT is identical whether you use steam , ICE or electric drive or horses! The difference depends on how efficiently the "engine" converts its energy source to power and couples it to the shaft with minimum transmission loss.
The comparison is mostly complicated by the fact that the ICE varies in efficiency over its range from low to high revs.
