The configuration you mention above will indeed evenly load each battery. You are correct that this configuration can be done with switches or relays alone, no electronics required. The switches or relays, if sized correctly, will waste no power. With 6 batteries you can do 12 volts (12v X 6parallel ), 24 volts ( 12v X 2series X 3parallel), 36 volts (12v X 3series X 2parallel). These switching schemes grow rapidly in complexity, but can be configured.
