Ok seems there is some missing info here -
 
A narrow boat is a english based canal boat - majority are less than 7ft width starting around 28ft long up to 70ft long with mostly flat bottoms for operating in the inland waters of a man made canal system (of which there are apporx 3000miles in the UK.
The speeds these barges reach are limited in most canals to regulations governing the canals - mostly 5knots
Most boats are for leisure and some liveaboards some weekend or partial use. Some are still working barges (the original use for the canals was freight movement by horse pulled power)
 
The canals themselves are not open to many elements except wind on occasion - no current to speak of.
Some barges will venture onto rivers but not all.
 
So harbours and anchorages dont exist, fast speed is a no no, cruising is usually during daylight.
Why not google the topic for clearer understanding - or why not just recomend the guy puts in a 200hp diesel and have lots spare power !!!

I agree with Eric. Sounds like you are very underpowered. If price is the issue, a used diesel would be the way to go. It will give your reliable propulsion if installed properly. If you are in California, I know of several diesels available from people who we have upgraded to electric.
This could be your temporary fix or you could go hybrid and add an electric drive to the system which would allow the generation of power when the diesel is working (since you need a generator) and also allow you to be electric in short runs in and out of the harbor or anchorage.
