I agree with Eric. Sounds like you are very underpowered. If price is the issue, a used diesel would be the way to go. It will give your reliable propulsion if installed properly. If you are in California, I know of several diesels available from people who we have upgraded to electric.
This could be your temporary fix or you could go hybrid and add an electric drive to the system which would allow the generation of power when the diesel is working (since you need a generator) and also allow you to be electric in short runs in and out of the harbor or anchorage.
