I should think an electric shantyboat would be viable, particularly with solar power. The (usually) flat roof has plenty of room for solar panels, and the barge hull can carry the weight of lots of batteries. My 35' houseboat though propelled by a diesel, operates most everything else off solar power and batteries. I'm quite happy with it. A smaller shantyboat should be able to use electric propulsion as well as long as range wasn't a problem.
