There is no question.. if nay motor is driving the prop.. you are a power boat under the rules.

I'd say if your prop is turning with current from your battery or generator you are a power driven vessel.

General Definitions
For the purpose of these Rules, except where the context otherwise

machinery.
(c) The term "sailing vessel" means any vessel under sail provided
