Colreg part A-General, 3. General definitions:-
(b) The term "power-driven vessel" means any vessel propelled by machinery.
(c) The term "sailing vessel" means any vessel under sail provided that propelling machinery, if fitted, is not being used.

Your main engine may be running and supplying electrical power to ancilliary equipment or mechanical power to ancilliary equipment such as bilge or fire pump.
The vessel only becomes a power driven vessel if the propellor shaft is engaged to the drive train by whatever means.

Power If the engine is running you are considered power even if it is not engaged.
