A .4hp motor won't be enough, if your hull is similar to mine (an '83 Schock/Duffy newport electric packet 18').
I am using a very efficient ME1305 inboard drive motor and it needs 1200W input underway at 5mph.
Also make sure you are looking at the continuous rating when looking at PM brushed motors, sometimes its hard to find decent specs on the smaller motors (like from scooter stores).
