A cute idea but not very practical when you read the details. RO membranes need a 24bar pressure difference which means that the "bucket" needs to be at least 800 feet deep before it starts to work and then just barely. It's a lot less effort to pump a manual desalinator like a Survivor 06 or Survivor 35 than to deploy and recover more than 1000 feet of line and a weighted bucket. And if you're thinking of powering the line to make it easier, the powered desalinators are probably still more efficient in terms of volume of fresh water/kWh.
Fun discussion though.
