Given the speed range you want to travel, and your sensitivity to cost, I'm  afraid my suggestion is to stay with petroleum power. 

If you could be talked into traveling slower 3 to 5 knots, or spending a large amount on batteries, then electric could be for you.  But if you want cheap and fast, electric is just not there yet.

30 hp continuous electric outboard would probable give you the performance you want. But the batteries needed would be impressive. A 30 hp electric motor would need around 22 kWh of electricity for an hour of travel at top speed (18 knots), so my boats 48 kWh  LiFePo4 battery would last you a mighty fine two hours. That battery pack cost around $10,000 USD and was and this is a pretty good price.  

Now at 8 knots things get much better you might get 8 or 10 hours of travel from the same pack. I am guessing still way out of your price range. If you used the boat every single day you might recover the cost in petroleum not bought, but it would take years to break even.  

At slower speeds 5 knots and under things get better, you can move down to a much smaller battery and things get much more reasonable price wise.

I have sailed extensively on sailboats but now, due to old age, am building a 23' semi displacement powerboat (very similar to a Devlin Surf Scoter) which is designed for a 60 hp petrol outboard. I would love to power by electric means only as I hate petrol and noise.

An electric outboard would be preferred to keep internal space maximised, but inboard systems could be used.

With the 60hp outboard cruising speed is about 8 knots and maximum is about 18 knots. I would like to maintain those speeds.

Having done a bit of web research, all systems seem very expensive and I am prepared to try and build something from basic components if necessary although my electrical skills are limited.

I am in the UK.

Any views/comments/assistance would be much appreciated.
