I am using a 90 Volt DC brushed motor   3HP max

Would like to only have a controller at 15amp max  96 Volts.
Haven't been able to find one.

All controllers at that voltage are much higher in the amps.

Last year I ran the boat on 48 Volts at 15 amps, but was only able to run at about 6Km/h(3.5miles/hr) max.

I would like to build my own, but not sure if I should do it without a proper cct board because of the power(15 amp).

Simple. BLDC motor? Have a mechanical linkage from the motor rotor connected to a movable shade over three groups of solar panels so you get commutation. Wa-lah! LOL ok jk. Seriously though, doesn't seem very practical. Power MOSFETS are only a couple bucks apiece at Mouser. What kind of motor you using? For a brushed DC motor you can get by with a pretty simple controller or even none at all if you want to get right down to it, but a ready made controller isn't THAT expensive. Cheaper than your batteries, for sure.
