Did you look at centrifical clutches that they use on go carts? They only go up to about a 3/4" shaft diameters so I couldn't use one on my motor because it has an 1 1/8" shaft but they looked like they would work. There are several go cart specialty websites with lots to choose from.

It might be easer to use a clutch that is mechanical to disengage the diesel when not using it. When using the engine it can use the motor to charge the batteries while underway. Consider studying the honda assist syystem of hybred.

by the way after obliterating 2 belts , changed to a v cogged belt = awesome.
