I would recommend contacting Chief about this (head honcho for WaterTribe events). He posted the following a couple of months ago in their forums:

"I have just revamped the revamped rules to take into account all the excellent feedback obtained from the Tribe regarding the new wording of the reefing rule...

I also corrected some wording about class 6. We are no longer supporting electric motors in class 6. However, the 6-person outrigger canoes are still supported in class 6."

Just don't want you to spend all this time, money and effort and then get disallowed at the starting line!
