I agree that charging the propulsion bank is a good idea, since you already have the charge controller to charge the house from the big bank.  You are less likely to be throwing away a lot of juice from the panels.  But there is some loss of efficiency- the 144V to 12V charge controller is likely only 80 to 90% efficient. If in your typical usage your house battery demand averaged out over a day is more than what you get from the solar panels, you may be better off charging the house bank directly.  Keep in mind that's not 35A average draw.  The solar panels are only going to be putting out close to the rated output for a few hours a day.
