I am running a web server on a Pi and some simple web scripts that
toggle outputs off then back on. We are using to as a method of remote
power cycling some troublesome items of equipment.

I'm a Unix system admin by profession, so setting up the Pi to do this
was 'easy as....' :-)

You do want a hardware PWM controller though, if you do the PWM in
software and then the program crashes, you could end up with the output
full on, with possibly quite spectacular results.
