The carrier frequency would be 1000 to 10000 Hz.  A TV or marine band radio should work for you. Transmission with marine radio it should show up.

Not that hard to use shielded 3 conductor and move pot. A band pass filter would also work but more expensive.

I was not planning to get into the circuitry other than to connect new
wiring. The entire control head and twist grip assembly will be
relocated. The issue there might be that additional cooling might be
needed because it won't be entirely exposed as the motor is now. My
original concern was just those sharp on and offs and what effect that
might have. I'll make some resistance measurements for a baseline, but
would rather not have to change the existing cables to the transom.
Would a standard AM radio be useful for detecting noise before and after
the change?
