You will get very little regen from anchoring in a 2kt current. And to even turn the prop at all, you would want a fairly high pitch. OTOH, for motoring you want a fairly low pitch at sub hull speeds. The obvious answer is to use a variable pitch prop. The expense and complexity are drawbacks, of course, and they have been around long enough for the yachting community to have adopted them if they were truly practical. That should tell you something. Variable reduction ratio and a prop pitched the same as diameter would be perhaps a workable compromise. With belt drive this is easily accomplished with multiple pulleys and a variable idler or tensioner. A car transmission or for a small boat a motorcycle transmission might be one answer though such mechanical doodads tend to be kind of lossy. Next time you see a car or truck transmission, (not automatic) not coupled to an engine or differential or anything, try to turn the shaft. That effort required is work that would have to be done by the motor with none of that effort passed on to the prop shaft.

Best advice i can give is don't worry overly much about regen. It works pretty good at double digit speed through the water. Not so good at typical small boat sailing speeds, and definitely not anchored in a 2kt tidal stream or river current. The amount of charge you would get is not worth making any significant compromises in system design to accomodate it.
