The 72v requirement is a difficult one to address. There is often a significant cost associated with any 72v charging system. This is what we see in the market for AC based chargers:
QuickCharge - SCO7220 - a 20amp at 72v - costing less then $500 - not legal in California
Elcon - several systems TCCH-72-16, TCCH-72-23, TCCH-72-28, TCCH-72-32, TCCH-72-56 - legal in California
I do not know if there are any switchable multiple voltage solar.
