Its DC.

A shock involves touching two wires, the + and the -.

Grounding is not involved (or present).
All dc wires are connected point to point.

DC is considered "safe" at 48V DC, upto approx 80V.

Low voltage does not want to go through humans. We have high 10Mohm resistance, more or less, and poor conductivity.
